Daniel Keily has fallen in love with Belle, who continues to use him as a source of intelligence. On instructions from Ashby, she needs to get to Winchester to see Alexander Boetler, the Secret Service chief for Northern Virginia. Ultimately she persuades Hasbrouke Reeve to help her, despite lacking a pass. He does so, and she takes Alice along because Clark, the reporter, has been very aggressive towards them both. They suspect him of being a counterspy. They stay at a house in Winchester and she meets Boetler, who gives her letters to carry and a note for Jackson, which he emphasizes must not fall into Union hands. Eliza finds out that another servant in that house is working as a Union spy and warns Belle. She sends flowers to the local Provost Marshal and then charms him into giving her a pass to get back to Front Royal. As they leave town they are all arrested by Union Army detectives and taken to be interrogated by Thorton Brodhead. Belle implicates Reeve as a willing carrier of the illegal letters she has. Brodhead orders him arrested and releases Belle and Alice because they have a pass. Back in Front Royal the next day, Jackson's army surprises the Union garrison and the battle of Front Royal begins. The Union Army is heavily outnumbered and panicked. Belle and Alice lock the reporter, Clark, in his room to prevent his escape.
