Does what I need it to: I purchased this cart to do the typical garden jobs that involve hauling more than you can hold with two arms: moving potted plants, hauling soil and compost around, conveying cut grass and yard rubbish, etc. This it accomplishes admirably, as a GARDEN cart. 400 lbs no way: This cart will only hold about 150 lbs if you want to move the cart. The wheels/rims are all plastic, and they are about 1 inch wide.
